11. Your 14, January 7, 7 p.m.12 as a basis for your conversation with the Ministry regarding Moroccan situation, in order to avoid possible ambiguity with respect to the expiration of the Franco-British accord, it is suggested that you eliminate the second paragraph on page 4 of the Department’s instruction 669, December 18,13 and substitute for (1) on same page the second sentence at top of page 2 of the note enclosed14 with the above instruction from Ponsot to Laboulaye which refers to the expiration of the period of 30 years for which the maintenance of the principle of commercial liberty was contemplated.
