8. We gather from your telegrams that the Liberian Congress is now in session; please telegraph us briefly as to the prospects for early repeal of the repudiationist legislation.

For your information. The British Government has informed us that they do not feel justified in recognizing the Barclay régime until the final settlement of the Kru problem. We have decided, however, not to delay our recognition further and the President has approved our recommendations for the recognition of the Barclay régime shortly after the Liberian Legislature has repealed the legislation in question; he is also prepared to designate McCaskey as Financial Adviser.

You should make discreet use of the foregoing only in case there is some hitch in the legislature which has not been foreseen.
