14. Department’s telegram 5, May 14, 7 p.m. I see no reasons whatever to delay recognition after the Liberian Congress repeals the Moratorium Act and ratifies the Firestone agreements. Conditions are not perfect but they are slowly improving and I feel very strongly that recognition will place us in a better position to assist in the formation and operation of Barclay’s plan.
