697. My 693, October 12, 9 a.m. Above telegram based on information available yesterday. Today I learn that in addition to the French Embassy, the British, German and Belgian Embassies and the Greek and Egyptian Legations have now received instructions and have made oral representations. I understand that with the exception of the Egyptian Legation, which based its representations on the law of nations, all were based upon humanitarian motives. Up to now we were the only Government to make representations as per your 154, October 4, 4 p.m.
