154. Chargé d’Affaires at Addis Ababa reports that he has advised all American institutions to paint or stretch large American flags on roofs of their buildings and that he is doing the same at the Legation, which is at the opposite end of the city from other foreign legations. At present the Chargé d’Affaires, along with numerous other American citizens, is living at the Imperial Hotel. The location of the American legation, American institutions and the Imperial Hotel is readily ascertainable from existing maps.

Please express to the Foreign Office the hope that Italian military authorities in East Africa may be advised of the foregoing for use in the event of military operations at or near Addis Ababa.
