Any procedure in connection with any part of the program of the Coordination Committee or Committee of Eighteen would, of course, have no relation to any action by this Government taken in accordance with our well-established policy of non-entanglement and neutrality. There would certainly seem to be no reason for Vasconcellos to approach you in this matter in view of our well-known position.
