49. 1. The Embassy at London reports for our strictly confidential information that:

2. The Department has received a report from a reliable source that during the week following the promulgation by Germany of the new conscription law the Japanese Ambassador in Berlin had conversed three times with high officials of the more aggressive element in the German Cabinet, and that Germany is being pressed by Japan to ask for restoration of naval strength.
