349. Reference telephone conversation with Dunn and last paragraph my 348, November 5, 7 p.m.66 The Subcommittee is discussing today the question of what shall be done if large increases in shipments to Italy are shown by states not participating in the embargoes. It occurs to me that it would be helpful to the situation here, might stave off action by the Committee which would prove embarrassing to us, as well as being helpful as to the German situation, if you could make immediate announcement that you expect to give publicity to shipments to the belligerents.
In order that this should have the desired effect it is important that it should be done at once, preferably before the meeting of the Committee [Page 858] of Eighteen scheduled for 6 this afternoon. In the event that you feel able to do it you may desire to telephone me at the earliest moment so that I can let it be known here that you are making the announcement.
