The Consul at Geneva (Gilbert) to the Secretary of State

412. Consulate’s 408 October 2, 5 p.m.42 A member of the Council stated to me today that “some consideration” was being given to soliciting the participation of the American Government in possible operations by airplane of “impartial observers”. In fact I was asked concerning the nearest posts where American military attachés were stationed. General reference was made in this connection to our participation in the Manchurian inquiry.

While I am at present disinclined to think that there is anything in this I am reporting what was said to me.

I feel it would be useful in a general sense to have as background the Department’s comments. Please instruct.
