The Chargé in Ethiopia (Engert) to the Secretary of State

135. Minister of Foreign Affairs as president of the Ethiopian Red Cross requests that permission be granted for the exportation of several American ambulance planes intended for Ethiopia. He states that the American authorities have refused such permission but he hopes that in view of lack of roads in that country decision will be reconsidered. Early reply will be appreciated.
