Washington, October 6, 1935—11:10 a.m.

Your proclamation,¹⁵ carrying out Section 6 of the Neutrality Act,¹⁶ dated October 5 is being given to the press as having been issued concurrently with your arms embargo proclamation.¹⁷ The arms embargo proclamation and your statement¹⁸ were published in this morning’s newspapers but due to the midnight hour of release Section 6 proclamation not being then quite ready was not printed this morning but will be in the press Monday morning.
