President Roosevelt to the Secretary of State

Approve statement to accompany proclamation covering Section 1 of Neutrality Act. I am very strongly of belief that other proclamation relating to passenger travel under Section 6 should also be issued. The fact that Ethiopia has no ships is not controlling, because that argument might apply to munition shipments as well. The intent of the Act is to prevent aid to either belligerent and American passenger travel on Italian ships gives aid not only financially but also by making access to Italy more easy for Americans seeking commercial advantages. I strongly urge that the record of strict adherence to spirit of the Act be maintained.
