285. Your 493, October 4, 4 p.m. Please ascertain immediately if possible the basis for the British opinion that a state of war does not exist. In particular, is this attitude based upon legal considerations that relate to belligerent rights, or is it only the result of practical considerations pending the Council meeting. Any additional information along these lines will be much appreciated.
