Sir: Referring to my telegram No. 1045 of June 19, 2 p.m., with regard to a meeting of the Bureau of the Disarmament Conference in September, I had a conversation on this subject yesterday with Mr. Aghnides, Director of the Disarmament Section of the League of Nations. Mr. Aghnides had just returned from a trip to London where he had discussed this question with Mr. Henderson, President of the Conference. The latter, it appears, is even more determined than ever that the Bureau shall meet in September. To this end Mr. Henderson has discussed with Mr. Aghnides the question of issuing shortly a notice of probable convocation during the meeting of the Assembly, on or about September 13th, formal notice of convocation to be issued shortly after the “warning” notice. The preliminary circular would indicate that in the President’s opinion the Bureau should meet in September in view of all that has taken place since the last Bureau meeting and for the purpose of reviewing the situation and determining upon the future course of the Conference. Mr. Aghnides feels that there is every probability that the meeting of the Bureau will take place at the time indicated since he discussed the question with the French and the British informally during his recent trip and found that they were in accord with Mr. Henderson’s desires.
