Memorandum by the Chief of the Division of Far Eastern Affairs (Hornbeck) to the Secretary of State
Mr. Secretary: In view of the strong position which Sir Samuel Hoare took on behalf of the British Government in his address at Geneva yesterday,71 would not the present be a particularly opportune moment for the American Government to give utterance to a statement (such as we have been considering) indicative of our strong moral support of the effort on behalf of peace which is being made by the British Government and those other of the League powers who stand for that principle? Would it not be highly desirable that this Government’s decision, one way or the other, be arrived at, and if the decision be in the affirmative, action be taken, today?
