198. The President is considering the advisability of making a statement in the following sense:

“At this moment when the Council of the League of Nations is assembled to consider ways and means for composing by pacific means [Page 733] the differences that have arisen between Italy and Ethiopia, I wish to voice the hope of the people and the Government of the United States that an amicable solution will be found and that peace will be maintained.”

Please inform the Foreign Office of the sense of this statement in the strictest confidence and say that unless there is some element in the situation of which we are not aware and which makes it desirable to delay, the statement will probably be made Thursday.50 Will however await your reply.
