411. A communiqué has just been issued by the Secretariat giving the following communication dated October 3rd to the Secretary General from the Ethiopian Foreign Minister.
[Page 663]“Please communicate to Council and States Members: Telegram received this morning October 3rd from Ras Seyum informs Imperial Government that Italian military airplanes this morning bombarded Adowa and Adigrat making numerous victims among civilian population, women and children and destroying numerous houses. Battle at present taking place in Province of Agame. These facts occurring in Ethiopian territory constitute violation of Empire frontier and breach of Covenant by Italian aggression.”
