The Consul at Geneva (Gilbert) to the Secretary of State

400. There has been circulated the following telegram dated September 28 addressed to the President of the Council by the Emperor of Abyssinia.

“Firmly and constantly resolved upon peace Ethiopia will continue to collaborate with Council for pacific settlement in accordance with the Covenant. Would however draw Council’s most serious attention to increasing gravity threat Italian aggression owing to continual despatch reenforcements troops and other preparation despite our [Page 661] attitude. Earnestly beg Council to take as soon as possible all precautions against Italian aggression since circumstances have been such that we should fail in our duty if we delayed any longer the general mobilization necessary to ensure defence our country. Our contemplated mobilization will not affect our previous orders to keep our troops at a distance from the frontier and we confirm our resolution to cooperate closely with League of Nations in all circumstances.”
