2. The following telegram was sent last night by the Secretary General to the Emperor of Ethiopia.

“Committee of the Council has taken note of Your Majesty’s decision to withdraw Ethiopian troops to 30 kilometres from the frontier and appreciates the spirit in which this decision has been taken. The Committee, considering with the most careful attention your request for despatch of impartial observers, is examining whether the actual circumstances would permit them to discharge their mission.”
