Your No. 1029, March 29, 8 p.m. We are still of the opinion expressed in paragraph 3 of Department’s No. 472, February 25, 7 p.m. Nevertheless, we do not feel that you should insist on the maintenance of the provisions of the Convention in time of war if such insistence would place the Delegation in opposition to all or almost all of the other important Delegations. You are, therefore, authorized, in your discretion, if you feel that the situation demands it, to acquiesce in the position which appears to be that of the overwhelming majority.
