388. Cabinet members have been in consultation today with the leaders of the Opposition, the Dominion representatives and representatives of the Committee on Imperial Defence. In the given circumstances importance is attached here to Mr. MacDonald’s62 statement to the press just before the Cabinet met this afternoon:

“I regard the present situation as the most serious thing we have had to face since 1914. It is a very grave situation.”
