265. I have been told by a member of the British delegation that London had telephoned the delegation to the effect that consideration was being given there to an approach to Washington on the subject of the United States collaborating in some form with the projected conversations relating to the 1906 treaty—Consulate’s 262, August 2, 4 p.m.48 paragraph 1 (2)—having an observer present being mentioned as a possible form.
While I was told this in a manner exceedingly casual I gained the impression that it was with a view to obtaining my reaction. I naturally made no comment whatsoever.
