The Consul at Geneva (Gilbert) to the Secretary of State

232. Privately informed that the Secretary General has just received communication from Abyssinian representative at Paris requesting him to communicate to the members of the Council the breakdown of the arbitration procedures at Schweningen [Scheveningen] and requesting that the Council as a matter of urgency consider the situation thus created.
This is informally interpreted as tantamount to a request for an early extraordinary meeting of the Council. League action, however, has not been determined upon.
This will probably be given to the press tomorrow.
