490. Your 1027, March 27, 11 a.m. We feel strongly that the Committees should write a single text with reservations rather than writing a text in two columns.

In view of the general political situation we incline to favor the idea of continuing to work in private. We feel that if reservations of importance are entered by only one or two States, the pressure of public opinion to induce them to withdraw those reservations would be just as effective as public opinion mobilized at this time to prevent their insertion and the attendant dangers of an acrimonious public debate would be avoided.
