The Chargé in Italy (Kirk) to the Secretary of State

23. Council of Ministers yesterday approved a provision placing Eritrea and Italian Somaliland under a high commissioner for the Colonies of East Africa. An official communiqué published today states that the Minister of Colonies, General de Bono, has resigned in order to take over the post and that the King has appointed Mussolini Minister of Colonies. General de Bono has already left for the Colonies and it is stated that in addition to general administration matters affecting the two colonies he will occupy himself during the present mission with the relations between Italy and Abyssinia.
