Sir: Reference is made to the Legation’s despatch No. 710 of July 6, 1936,26 requesting instructions as to the attitude to be adopted by the Consul General at Alexandria in connection with certain proposals presented by the British Consul General concerning the election of foreign members of the Municipal Council of Alexandria.

In view of the probable early termination of the Capitulations in Egypt, the Department is of the opinion that it would be inadvisable for the Consul General to discuss at this time any proposals for the appointment or election of members of the Municipal Council of Alexandria, particularly since the question of American representation on the Council during the active regime of the Capitulations is of restricted interest to this Government.
