Sir: I have the honor to report that since mailing my despatch No. 203 of February 14, 1935, the Legation has learned that the French Government has likewise informed the Egyptian Government that it reserves all rights regarding the changes effected in the administration of Alexandria by the “unilateral procedure” of the Decree-Law of January 1, 1935, and the Ministerial Orders of January 2, 1935.

The Legation also hears that some of the foreign residents of Alexandria may decide to test the validity of the new municipal administration by causing themselves to be sued in the Mixed Courts for refusal to pay taxes.
