The Secretary of State to Diplomatic Officers in the American Republics
Sirs: There is enclosed herewith a copy of the message which, under date of September 27, 1935, I sent to the Chairman of the Second [Page 526] Committee of the League Assembly regarding the economic program adopted by that Committee.
I desire you to furnish a copy of this message to the Minister for Foreign Affairs; in your covering note, you will please inform the Minister that I am sure that he also will welcome the program adopted by the Committee as evidence of the growing worldwide support for the fundamental principles embodied in the agreements worked out at the Montevideo Conference.6
