Memorandum by the Under Secretary of State (Phillips)

I asked the President whether, in fact, he was planning a conference to consider ship subsidy legislation. He said he was not planning any such conference and seemed not to be interested in it. I said that, if he had been going to discuss it, I wanted to bring to his attention the Secretary’s letter to Senator Copeland,18 which was a very important statement and which he would naturally wish to see. The President, however, did not seem to wish to go into the matter and I did not, therefore, leave this letter with him.
