The objections to inspection on the spot, which Simon set forth in his conversation with Atherton, would appear to be based upon the false assumption that the inspection provided for in the Draft Articles is intended to cover stocks in reserve and arms in possession of the armed forces of the State. Does the British Delegation thoroughly understand that such is not the case and that the inspection provided for covers arms only in the course of manufacture and up to the time of their delivery?
