The Chargé in France (Marriner) to the Secretary of State

Sir: I have the honor to refer to my despatch No. 2109 of August 22, 1935,8 in reply to instruction No. 930 of June 27, 1935, with which was transmitted the President’s instrument of ratification of the Convention for the Supervision of the International Trade in Arms and Ammunition and in Implements of War, signed at Geneva on June 17, 1925, and to transmit herewith, in copy and translation, a further note from the Foreign Office, dated August 30, 1935,8 on this subject.

This note states that, so long as the condition to which the ratification of the United States has been subordinated shall have not been fulfilled, the ratification in question cannot be counted as being one of the fourteen ratifications required by Article 41 for the establishment of the first procès-verbal of deposit of the ratifications and the coming into force of the convention under reference.
