The Minister in Norway (Biddle) to the Secretary of State

28. Department’s undated telegram No. 1979 received November 23. Have informed the Consul General Antwerp by telegram and letter in the sense directed. Consulate General at Oslo following consultation with me informed Wiley80 and Thompson in two telephone conversations on Sunday 24th that the owner of Bodo and agent had been warned both by him and by the Norwegian Ministries of Foreign Affairs and [Commerce] of danger of violation of Norwegian law through charter vessel to Shaw. Norwegian authorities believe no formal action against Bodo possible at the present time since as yet no violation of Norwegian law has taken place. Authorities also consider that there is no present ground for cancellation contract of charter.

Owners will instruct their captain to consult Consul General at Antwerp and under [no] circumstances to permit discharge of cargo elsewhere than at declared destination. Despatch follows.81
