The Secretary of State to the Minister in Norway (Biddle)

18. Department’s No. 17, November 18, 5 p.m.77 If you see no objection, request Consulate General to inform Shipping Company Nordfart (Erling Sannes), Bodo, Norway, owners of vessel Bodo, that it is expected that Bodo will load large quantity alcohol at Antwerp for discharge on high seas into smuggling vessels; that W. A. Shaw, Managing Director of Shaw Steamship Company, Limited, of Halifax, by whom Bodo is said to have been chartered, has for several years been connected with the ownership or operation of vessels engaged in smuggling; that Shaw’s former shipping agents in Antwerp are said to have requested from his representative guarantee that cargo would be landed at destination, which was refused, and they gave up agency; that by allowing vessel to be used in connection with smuggling they are apparently violating Norwegian law of June 25, 1926. If pressed for reasons for belief cargo will be smuggled state that during past few months four other steamers chartered by Shaw have discharged cargoes on high seas into smuggling vessels.
