My Dear Mr. Secretary: You will recall that you were good enough to write to the Ambassador on the 5th August last in regard to the steps taken in the British West Indies to prevent smuggling of liquor into the United States.

I have now been instructed by Sir Samuel Hoare68 to inform you that His Majesty’s Government in the United Kingdom greatly appreciate [Page 435] the terms of your letter, and that they remain fully prepared to discuss from time to time with the United States Government in an informal way, any problems which may arise in connection with possible illicit shipments from particular localities.
