17. Your despatch No. 640, May 8, 1935.43 We are disappointed at the delay in receiving a definite reply from the Guatemalan authorities. Please inform them that French Government has now closed St. Pierre-Miquelon to the smuggling traffic, effective May 15, and that we hope for an early and favorable reply stating that the Government of Guatemala will take prompt steps, in line with those already taken by Canada, Cuba, Great Britain and France, to prevent the further use of its territory as a smuggling base.
