Memorandum by the Economic Adviser (Feis) to the Secretary of State

Washington, May 31, 1935.

The President has given his approval to the form of the June 15 debt notes and to the further suggestion that the idea of payments in kind and special materials might be broached to the British and Belgian Ambassadors. All the debt notices have been sent to CR⁹ for despatch in the regular way. You may wish to ask the Ambassadors to come in to talk with you early next week.
