Memorandum by Mr. Joseph C. Green of the Division of Western European Affairs
In compliance with the Secretary’s instructions, I called Mr. Raushenbush by telephone this morning. I told him that it had come to the attention of the Department that leading members of the Committee [Page 325] on Foreign Relations of both parties were irritated at the reports which have appeared in the press to the effect that the Nye Committee is contemplating the introduction of legislation modifying the Neutrality Policy of the United States. I said that they had pointed out that this was a subject which, under the standing rules of the Senate, came within the jurisdiction of the Committee on Foreign Relations. Mr. Raushenbush thanked me for the information but added that the Nye Committee had taken up the study of our Neutrality Policy at the specific request of the President.
