The Chairman of the Special Committee of the Senate Investigating the Munitions Industry (Nye) to Mr. Joseph C. Green of the Division of Western European Affairs

Dear Mr. Green: It is hoped by the Committee that in the course of your work at the State Department, it will be possible for you to prepare a memorandum covering the problems which will be raised by the adoption of any international convention for the control of arms. I refer to the difficulties attendant upon the securing of constitutional legislation of a purely national character, either in advance of such convention or to supplement such a convention.

The Committee would appreciate any assistance you could, in the normal course of your duties, render to it along these lines, and I would be glad, if you so desire, to address a letter to this effect to the Secretary of State.
