138. According to information received from Lithuanian Minister, Litvinov yesterday formally asked Estonian and Latvian Ministers to inform him within 2 days whether their Governments would be willing to enter into a pact of automatic mutual assistance together with the Soviet Union, France, Czechoslovakia and Lithuania. Lithuania he said had no other alternative but to enter such a pact. He did not indicate, however, whether Lithuania would do so independently of the other two Baltic States. He expressed concern over Polish influence on Estonian foreign policy.
