980. Bourquin Committee met this afternoon and postponed discussion of Soviet proposal for a permanent peace conference until the American draft (chapter 4) has been studied. Articles 17, 18, 19, 34, 35, 36, 37 have been selected for preliminary discussion while the others are reserved until further progress has been made in the other committees.
