In reply to the United States Government’s enquiry,93 His Majesty’s Government in the United Kingdom desire to explain that the attitude which the Japanese Government may be expected to adopt at the forthcoming Naval Conference was defined in an oral communication made by the Japanese Chargé d’Affaires in London on the 18th October,94 of which the substance was subsequently given to the United States Chargé d’Affaires. The terms of this communication were as set out in the annexed separate memorandum.
The attitude of His Majesty’s Government towards the Japanese proposals remains as indicated to the representatives of the United States Government during the conversations which took place last year. The Japanese representatives were similarly informed of the attitude of His Majesty’s Government towards their proposals, particular emphasis being laid on the special responsibilities devolving on the United Kingdom as a result of the deterioration of the political situation in Europe and increased building by many European Powers.
