I propose to answer this invitation by a formal note based on the first paragraph of Department’s 313, October 24, 7 p.m. and failing [Page 131] immediate instructions to the contrary, in delivering this written reply I assume it is the Department’s purpose that I convey orally the substance of the Department’s 315, October 24, 9 p.m.
