352. In discussing the subject of our 348 with particular reference to third paragraph mentioning French view that “if quantitative limitation proved impossible, there should at least be sought an agreement as to qualitative limits”, you should not give the impression that we are seeking or would agree to a qualitative limitation only, but should rather stress the note that we do not wish to discuss any particular or individual changes from the principles of the existing treaties separately from the comprehensive consideration of all the elements of the problem.
