970. Your 468, January 31, noon. We are in accord with your understanding expressed in the first sentence. The French, however, are not yet aware of the details of the amendment of article 30 covered by your instruction of December 24.

In the Paris meeting the civilian French officials appeared satisfied with our suggestion to place civil aviation and all aeronautical engines in category V. Since then we have learned that the French air officials desire inclusion of aeronautical engines in category III a step which we cannot accept.
