Sir: There is transmitted herewith for the strictly confidential information of the Legation a copy in translation of a draft convention¹⁴ concerning radio communications, as well as a copy in translation of a draft convention¹⁴ in modification of the Treaty of November 18, 1903, between Panama and the United States, recently submitted to the Department by the Panamanian Minister in Washington in connection with the negotiations between the two Governments.
