Referring to the Legation’s telegram No. 96, September 6, noon, Laleau informed me this morning that President Vincent is sending to Blanchet by air mail tomorrow for consideration at stockholders meeting next week the text of the bank contract as he hopes to submit it to Parliament when reconvened probably late in October.
