My telegram No. 4, January 24, 10 a.m. President Carías has informed me that besides sending telegram to Martínez he will tomorrow issue formal decree announcing recognition substance of which I will telegraph Department. Silverio Lainez now confidential agent will be accredited as Honduran Envoy Extraordinary and Minister Plenipotentiary to the present Government of Salvador.
Repeated to Guatemala and Nicaragua.
