Sir: With reference to previous correspondence concerning negotiations for a trade agreement with Cuba, and especially to my despatches Nos. 1010, of August 2, and 1018, of August 2,⁶² I have the honor to report that the Cuban delegates stated yesterday afternoon that they would not be prepared to offer their observations on the General Provisions until Friday or Saturday, August 10 or 11.
