Your 59, July 9, 6 p.m. You may wish to say to Cruchaga that Assistant Secretary Welles took occasion to mention to the Paraguayan Minister that we have been informed both from Santiago and by the Chilean Minister here of the deep concern with which the Chilean Government views the friction now existing between Chile and Paraguay, and expressed our hope that no break in relations might take place.
