329. Reference Legation’s 327, July 27, 3 p.m.59 and Department’s 231, July 27, 6 p.m., following from Mukden:
“July 28, 5 p.m. I was informed this afternoon by the Japanese Consul General that Tsuchiyama is being today deported from Mukden to Japan under escort of relatives and police. Upon arrival at his native village he will be subject to special observation by the [Page 677] police authorities there who will decide whether confinement in asylum or home is necessary. I will shortly transmit a despatch59a containing additional information concerning the legal and anti-American aspects of the case and suggest advisability of Embassy’s deferring action pending its receipt.”
